On January 31, 2025, the President of the Republic of Belarus, Alexander Lukashenko, signed the Decree No. 46 “On Peculiarities of Construction and Commissioning of Facilities”.
This document simplifies the construction of facilities belonging to the fourth and fifth classes of complexity by legal entities, if such facilities are constructed by reusing project design documentation or for which the project design documentation has passed state construction expertise.
The construction of such facilities shall not be supervised by state bodies, except for state construction supervision.
The commissioning of such facilities will be based on the conclusion of the State Construction Supervision Agency, without obtaining the conclusions of other supervisory bodies.
Customers will have the right to build these facilities on the basis of drawings sufficient to confirm compliance with safety requirements and a preliminary design approved by the local executive committee.
The composition and scope of the drawings will be determined by the customer independently, and the procedure for approval of the preliminary design and its composition will be established by the Council of Ministers.
